ALBANY -- Albany Police Officer couldn't figure it out.The police officer had responded to a one-car crash downtown,and the man who had crashed was incoherent,he said.The motorist didn't know what time it was,or what city he was in,but he passed every sobriety test.Five months later,as Warner graduated from a drug recognition course atraining headquarters,if he knew then what he knows now,he said,he would have been able to figure it out."Looking back,he was probably on a hallucinogen,"Warner said.Warner is one of 18 officers statewide who are certified drug recognition experts after a 14-week course taught them how to look for the subtle signs that point to intoxication by scores of drugs."The program was definitely a challenge,"Niskayuna Police Officer said."It definitely helps you to be more aware of things you might have overlooked in the past."At a graduation ceremony Wednesday at the State Police Academy,Vena was recognized as the officer with the highest average in the class:
